Controlled (Draw) Tags: Draw-only tags offer access to prime rut periods. Recent success for controlled cow elk tags in Unit 23-3 ranged from 26% to 75%, with strong opportunities for mature bulls. Controlled bull elk and deer tags are issued by random lottery—Idaho has no preference point system.
Predators & Upland Game: Bear, mountain lion, wolf, and upland birds are all available OTC with long seasons. The seller reports nine black bears and five mountain lions harvested onsite.
